This plugin was originally written for a client, but may be useful for others. It simply creates a discreet banner at the bottom of the page when viewed on mobile, but not on desktop machines. This banner can include a link to a mailing list or other resource.
The plugin is available from the WordPress plugin directory, or you can search for “Mobile Banner Robin Phillips” in the WordPress plugins screen.
